Before 1st use of development, drainage to be provided within site such that surface water does not drain into Public Highway including private access drives, & to be maintained. 11All car parking & turning facilities for development, including car spaces for no.24 Cossington Road, to be provided in accordance with submitted details & to be hard surfaced & made available for use before any dwelling is occupied & to be permanently maintained. 12. Before 1st use of development, 1.0 metre by 1.0 metre pedestrian visibility splays to be provided on highway boundary on both sides of access with nothing within those splays higher than 0.6 metres above level of adjacent footway, in accordance with current standards of HA & always to be maintained
